Week 1-2: Site assessment and system design
West Electric visits the property, inspects the roof (condition, orientation, shading), evaluates the main electrical panel, and reviews 12 months of utility bills. The system is designed to match your actual consumption, roof layout, and budget. You receive a proposal with production estimates, pricing, and incentive breakdown. No cost, no commitment.
Week 2-4: Contract execution and design finalization
Once you sign, the design is finalized for permit submission. Single-line electrical diagram and structural roof drawing are prepared. Equipment is ordered (panels, inverter or Powerwall 3, racking). Lead times for equipment are typically 1-2 weeks for most panel/inverter combinations.
Week 3-6: Permit submission and town approval
West Electric submits the building permit and electrical permit to your town building department. Connecticut towns vary significantly in their review speed: Stamford and Hartford often take 2-3 weeks; smaller towns like Killingworth or Barkhamsted may take 4-6 weeks. Some towns require zoning review for ground-mounted systems. West Electric tracks the permit status and follows up with the town.
Week 4-8: Eversource or UI interconnection application
Simultaneously with permit submission, West Electric submits the interconnection application to Eversource or United Illuminating. For systems under 25 kW (most residential), this is a simplified Level 1 review that Eversource targets to complete in 15 business days but often takes 3-6 weeks. Systems with batteries may require additional review. You receive a conditional approval (Permission to Connect Application, PCA) before installation.
Week 6-10: Installation day(s)
Once permits are approved and equipment is on hand, installation is scheduled. A typical residential solar-only system takes 1 day. Solar + battery (Powerwall 3) takes 1-2 days. Ground-mounted systems or larger commercial jobs take longer. The installation crew installs racking, panels, inverter, and any battery equipment. Electrical connections are made to the main panel.
Week 8-12: State electrical inspection
After installation, West Electric schedules the state Department of Consumer Protection (DCP) electrical inspection. Inspector wait times in Connecticut range from 1-3 weeks depending on the inspector's schedule and your town. The inspection covers the electrical work only; roof work is covered by the town building inspector.
Week 10-16: Utility meter upgrade and Permission to Operate
After inspection sign-off, West Electric submits the final documentation to Eversource or UI. The utility upgrades your meter to a bi-directional net metering meter (scheduled by the utility; typically 2-4 weeks). Once the new meter is installed, you receive Permission to Operate (PTO) and the system is turned on.

Eversource (most of CT)
Eversource serves the majority of Connecticut and has a dedicated solar interconnection team. Level 1 applications (most residential systems) are typically processed in 3-5 weeks. Eversource has a backlog during high-volume periods (spring/summer). Submitting in fall or winter tends to be faster.
United Illuminating (southwestern CT)
UI serves New Haven and Bridgeport metro areas. Their interconnection process is similar in structure but historically slightly slower than Eversource for Level 1 applications (4-7 weeks). UI customers should plan for the longer end of the timeline range.
