
Heat Pump Water Heater in Connecticut: Do You Need a Panel Upgrade?
A heat pump water heater (HPWH) is one of the most cost-effective electrification upgrades for Connecticut homeowners. It uses the same refrigerant-cycle technology as an air conditioner run in reverse to move heat from the surrounding air into the water tank, using about one-third the electricity of a conventional electric resistance water heater. The typical payback is 3-6 years in Connecticut when combined with available incentives.
The electrical question most homeowners ask: do you need to upgrade your electrical panel to install a heat pump water heater? The short answer is: usually not, but it depends on your existing wiring.
Electrical Requirements for a Heat Pump Water Heater
Most heat pump water heaters require a dedicated 240V, 30A circuit (with a 30A or 2-pole 30A breaker). This is smaller than many homeowners expect. A standard Level 2 EV charger needs a 50-60A circuit; a heat pump water heater needs only a 30A circuit.
The specific requirements:
- 240V, 30A dedicated circuit (some models specify 20A; check your unit)
- 10 AWG wire for a 30A circuit (or 12 AWG for 20A models)
- GFCI protection is not required for HPWH circuits by the NEC, but some local inspectors may require it
- Circuit must be dedicated - not shared with other appliances
Do You Need a Panel Upgrade?
If you are replacing an existing electric water heater, the answer is almost always no. Existing electric water heaters already use a 240V, 30A dedicated circuit. A heat pump water heater plugs into the same circuit - no electrical work needed beyond swapping the unit. (Some HPWHs come with a cord; others are hardwired. West Electric connects both.)
If you are converting from a gas water heater to a heat pump water heater, you will need a new 240V circuit run to the water heater location. Whether this requires a panel upgrade depends on your current panel capacity:
100A panel, mostly gas appliances

150A or 200A panel

Eversource rebate
Eversource offers a $150-$400 rebate on ENERGY STAR certified heat pump water heaters for residential customers. The rebate amount depends on the unit's Uniform Energy Factor (UEF) rating.
United Illuminating rebate
UI offers similar rebates to Eversource customers in the New Haven and Bridgeport area. Check the Energize CT website for current UI rebate amounts.
CT Green Bank Smart-E Loan
If you are doing additional electrification work (solar, battery, EV charger, heat pump), the Smart-E loan can cover all projects together at reduced interest rates.
Space Requirements: The Constraint Most Homeowners Miss
Heat pump water heaters need space to work. They pull heat from the surrounding air, which means they need at least 700-1,000 cubic feet of unconditioned or semi-conditioned space around them (a 10x10x7 foot room is roughly 700 cubic feet). A cramped mechanical closet usually does not qualify.
Good locations in Connecticut homes:
- Unfinished basement (ideal - large volume, stays cool)
- Attached garage (works well in spring, summer, fall; cold winters reduce efficiency but unit still operates)
- Utility room with outside air inlet duct
HPWHs also produce condensate (like an air conditioner) and need a floor drain or condensate pump. They produce a low-level operational sound similar to a refrigerator - audible in the same room, inaudible two rooms away.
